October 4 is Kindness to Animals Day, by virtue of Proclamation No. 537, s. 1958. MALACAÑANG RESIDENCE OF THE PRESIDENT OF THE PHILIPPINES MANILA BY THE PRESIDENT OF THE PHILIPPINES PROCLAMATION NO. 537 DECLARING THE FOURTH DAY OF OCTOBER OF EACH YEAR AS KINDNESS TO ANIMALS DAY WHEREAS, it is for the good of the nation to develop in the hearts of the people a sense of obligation to the dumb animals who help and serve mankind; WHEREAS, it is necessary to inculcate in the minds and hearts of our youth the virtures of kindness, justice, and mercy to all living creatures sc that they will abhor all forms of cruelty to both men and animals; and WHEREAS, the World League against Vivisection and for the Protection of Animals has designated the Fourth Day of October as World Day for Animals; NOW, THEREFORE, I, Carlos P. Garcia, President of the Philippines, by virtue of the powers vested in me by law, do hereby proclaim the Fourth Day of October of each year as Kindne
